Every time a JPEG is edited and saved it is re-compressed and loses a little more detail. Converting to PNG freezes the picture exactly as it is now — PNG is lossless — so further edits do not degrade it. The conversion cannot restore detail the JPEG already discarded; it only stops the decline.
